Summary of the House Committee Version of the Bill

HCS SB 263 -- STATE COMMISSIONS

SPONSOR:  Mayer (Wright)

COMMITTEE ACTION:  Voted "do pass by consent" by the Committee on
Public Safety by a vote of 11 to 0.

This substitute renames the Second State Capitol Commission the
Missouri State Capitol Commission and requires it to evaluate and
approve capitol studies and improvement, expansion, renovation,
and restoration projects to be paid for with funds appropriated
from the Second Capitol Commission Fund which is renamed the
State Capitol Commission Fund and initiate planning efforts,
subject to appropriations, for a centennial celebration of the
laying of the capstone of the state capitol building.  Members of
the commission representing the General Assembly must be
appointed by the President Pro Tem of the Senate and the Speaker
of the House of Representatives.

The substitute removes the requirement that one member, but
specifies that no more than two, of the Seismic Safety Commission
within the Department of Public Safety be appointed from each of
the specified professional areas and adds public education to the
list of professional areas from which members may be appointed.
A quorum will consist of a majority of the appointed members, but
not less than seven, and may be met by electronic attendance and
the nonvoting participation of the staff of the legislative
members of the commission.  Currently, a quorum consists of nine
members.

The term "volunteer" as it relates to the dispensing of
medication during a Governor-declared state of emergency is
expanded to include employees of the state or a political
subdivision.

FISCAL NOTE:  No impact on state funds in FY 2010, FY 2011, and
FY 2012.

PROPONENTS:  Supporters say that the change in the number of
members required for a quorum of the Seismic Safety Commission is
needed to conduct the commission's business.

Testifying for the bill was Senator Mayer.

OPPONENTS:  There was no opposition voiced to the committee.
